I beg to acknowledge the receipt of your letter (47371/21) dated October 5th, and am thankful to note that the mui tazi about whom I inquired, were removed from the custody of their owners.
With regard to what you say about our Chinese friend, in the case of the little child and the cat punishment, may I in reply state that although this may appear in the light of a " jake" to your informant, it is nevertheless, true,
At the close of a public meeting in town which I was addressing on the subject of the Child slavery in Hong-Kong, a lady who had lived for many years in China, came to me and said:-
"I know well how these slave children are punished by their owners. One favourite ferm is to pinch their flesh between heated coins, and another, most common of all, is to tie a cat inside their trousers, and then beat it. 11
This latter custom has been se leng a mode of punishment, that he doubt it has, as your informant states, become a preverb for cruelty.
May I say that I deeply deplore the way in which the Home Government have allowed themselves to be deceived by their
representatives in Hong-Kong with regard to this question.
Knowing as I do, the very low moral standard which prevail:
in the Council, and which a Member of the Home Government has told me
